National Competitiveness Center Invites Public Feedback on 20 Key Projects through Istitlaa Platform

The National Competitiveness Center’s (NCC) Public Consultation Platform, Istitlaa, has put forward 20 projects related to economic and development affairs, developed in cooperation with eight government agencies. The NCC invites the general public, government agencies, and the private sector to express their views and feedback on these projects prior to their approval.

According to a recent press release from the NCC, key projects presented on the platform include a project titled “Standards & Technical Guidelines for Waste Management in Camps during Hajj Season.” Developed by the National Center for Waste Management, this project defines the requirements, controls, and technical guidelines for waste management in camps during the Hajj season in holy sites. The public can provide feedback on this project through the Istitlaa platform until February 26, 2025.

The Supreme Authority for Industrial Security has proposed a project titled “Requirements for Practicing Security Service Activities” to develop regulations governing licensed security service activities. Public consultation on this project will remain open until February 27, 2025.

Furthermore, the Saudi Food and Drug Authority (SFDA) has introduced a new project titled “Cosmetic Product Safety Requirements for Cosmetic and Personal Care Products.” This project aims to establish comprehensive safety guidelines for the cosmetics and personal care industry. The SFDA seeks to define general safety requirements, parameters, and guidelines for labeling and packaging, ensuring the highest safety standards. Public consultation on this project will conclude on February 28, 2025.

The Zakat, Tax and Customs Authority (ZATCA) is seeking public input on the Draft Implementing Regulation of the Real Estate Transaction Tax Law (RETT). This draft regulation aims to clarify all definitions related to RETT, explain the scope of tax imposition, establish tax due dates and payment schedules, outline exemptions with specific criteria and conditions, and define provisions for the refund of overpaid or erroneously paid tax. The public consultation period for this draft regulation will end on March 15, 2025.

The release also highlighted that the introduction of draft regulations, by-laws, and similar projects through the Istitlaa platform serves as an affirmation of enhanced transparency in the legislative environment. Additionally, the platform fosters a culture of public participation by enabling citizens, government agencies, and the private sector to contribute their insights and feedback on proposed regulations related to the business environment.
