Including driving schools, customs' clearance, technical engineering, legal professions

The Ministry of Human Resources and Social Development has announced the start of implementing indigenization decisions for as many as 4 main sectors, in the Saudi labor market, including the customs clearance activities professions, driving schools, engineering technical professions, and legal professions, starting as of today, Thursday Dec. 30, 2021, across the Kingdom, following the end of the grace period, included in the decisions to localize these sectors.

The decisions to localize these sectors stem from the ministry’s keenness to continue providing an appropriate and stimulating work environment for male and female nationals, and to expand their participation in the labor market.

Saudization of the customs clearance professions will be 100% for specific professions, most notably: a customs broker, assistant customs broker, customs agent, customs broker, and general manager, at a rate of 70% of the total number of workers, in establishments operating, in all customs clearance activities, provided that the minimum wage for the posts of a customs broker and a customs agent will be SR5,000, while the decision to localize the activity of driving schools for non-professional drivers shall be 100%, in all establishments operating in the activity, except for the professions of the cleaner and the loading and unloading worker, and that the minimum wage shall be SR5,000 for the positions of a car driving instructor, an industrial professional trainer, a traffic controller, and an educational aids specialist.

The decisions also include localization of engineering technical professions, at 25% of the total number of workers, in the targeted professions, in all private sector establishments operating in the Saudi market, that employ 5 or more workers in the targeted engineering technical professions, and that the minimum wage shall be SR5,000.

As for the decision to indigenize the legal professions, it shall take place, in two phases, the first phase shall be 50% of the total number of workers with legal advisory professions, in a facility, and the second stage will be 70% of the total number of workers, with legal advisory professions, in a facility, and the decision targets all companies and offices of lawyers and legal advisory offices, in which people with legal advisory professions work, including professions of legal advisor, in public systems, legal advisor, in private systems, contracts specialist, and legal affairs clerk, and that the minimum wage shall be SR5,500 for bachelor’s holders, and the Ministry will provide a package of incentives and support related to support the private sector establishments to help them employ Saudi nationals, including: supporting the process of attracting and searching for suitable workers, supporting the necessary training and qualification process, assisting the recruitment process and job stability, in addition to the priority of benefiting from all the localization support programs available in the system, and support and employment programs through the Human Resources Development Fund (HADF).

The Ministry of Human Resources and Social Development reaffirms its continued efforts to localize jobs, and purposeful and constructive cooperation, in this regard.

That is, as it is fruitful with the concerned governmental and supervisory authorities to provide an appropriate and stimulating work environment to attract national cadres, organize the Saudi labor market, develop it and raise its efficiency to increase the engagement of Saudi nationals, with the private sector.

These decisions’ declaration is taking place, to avoid the legal penalties, applicable on the violators.
