Saudi’s Mawarid Manpower Receives Directive on Revised Support Worker Quotas

Al-Mawarid Manpower Company announced on Tuesday that it received a directive from Saudi Arabia’s Ministry of Human Resources and Social Development revising the mandatory quotas for support workers (domestic workers) within manpower companies.

The circular, dated Jan. 6, 2025, outlined a new tiered system for support worker quotas, replacing the previous fixed minimum of 30% with varying percentages based on workforce size:

3,000 workers or fewer: A 30% quota remains applicable.

Between 3,001 and 10,000 workers: The quota is reduced to 20%.

Between 10,001 and 14,999 workers: The quota is further reduced to 10%.

15,000 workers or more: No quota applies, unless the support workforce falls below 15,000 workers.

Mawarid Manpower stated that the updated system is expected to positively impact its operations by reducing obligations to recruit a fixed percentage of support workers, providing greater flexibility in workforce management.

The company emphasized its commitment to complying with regulatory changes and will assess the implications of the new framework on its business.
